The programme includes the community support for all State members of the European Union in the frame of the European Territorial Cooperation. The eligible state members are the following:  Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom.


The primary Strategic Objective of the programme is defined as follows: 

  • Support of policy development as regards the objective of territorial cohesion and harmonious development of the European territory by providing comparable information, data, analyses and scenarios for the territorial potential and the appearance of territorial capital and possibilities for the development of regional and wider areas, contributing to the European competitiveness, territorial cooperation and equilibrated development.

Special Strategic Objectives are the following:

  1. Greater effectiveness of regional policy, with actions, such as studies, data collection, index development, monitoring and analysis of territorial development tendencies and improvement of synergies and added value through the application of an integrated approach for territorial development and the coordination between sector policies 
  2. Use of evidence pertaining to issues on policy demand associated with the European strategic direction for the development and territorial cohesion and urban dimension.
  3. Synergy and complementarity with other community activities
  4. Special use of communal initiative GMES (Global Monitoring for Environment and Security), which will be providing information on the coverage of land / use of land, properties of the oceans, as well as fact charts in case of calamities and accidents, at a European level
  5. Initiation of a policy and networking dialogue 
  6. Smooth implementation of the programme through the creation of a simple administrative structure and relevant mechanisms for its financial management.

For the implementation of the Programme the following have been set as Priority Axes:

  1. Applied research on territorial development, competitiveness and cohesion
  2. Targeted analysis based on the demand of the users
  3. Scientific platform and tools:  It facilitates access to data and maps through the Internet portal and tools are crated for the visualisation of data and regional dynamics.
  4. Capitalization, property and participation:  Aims at improving capitalization, property and participation through the sensitization of the European dimension of territorial development and the vivification of inter-state activities.
  5. Technical Assistance, analytical support and communication:  Ensuring the correct and effective application of the programme.

The total budget of the programme stands approximately at 45 mil.  Euros, out of which 34 mil. Euros are from the European Regional Development Fund (ERDF).
